Kunku is a symbol of the actual working Adishakti. As Shri Vitthal is a symbol of Shiva's aloofness, i.e. Sakshibhava, he is called Bukka.
Every karma is judged by the principle of akarma-karma, and by providing that element with causal energy, to take it beyond the body-intellect, that is, beyond Shivatva, is its (Bukkya's) permanent sense.
